# Commerce Operations

## Settlement states

```
created -> payment_pending -> settlement_pending -> settled
-> fulfilled -> certificate_minted
```

The `settlement_pending` state means payment has been verified but the certificate recipient has not been supplied. It is not a failed payment.

## Operational responsibilities

| Event                      | Action                                                    |
| -------------------------- | --------------------------------------------------------- |
| Payment confirmed          | Reconcile the BIFY order with the partner order           |
| Settlement event received  | Begin or confirm physical fulfilment                      |
| Certificate pending        | Keep the purchase settled and allow the customer to claim |
| Certificate mint confirmed | Mark the digital record complete                          |
| Reward claim pending       | Validate the claim event and fulfil any physical reward   |

Commerce does not provide a resale or marketplace recovery path. Refunds and physical fulfilment remain subject to the partner's commercial policies.
